I am having similar issues. I can not get the encoder to connect to Live365 at all. I have entered all the information off of Live365, but it just will not connect.

I assume the PC is well up to the task.
Personally I would have used B.U.T.T. (ideally on a different PC) and kept streaming and playout separate.
I also assume you don't hear the missing audio, it's just a hole in the stream.
If it's every few minutes does it correspond to tracks loading or something?
Are there any clues from the server you are connecting to?
Also try running a ping to the server from your PC and see if packets are lost.
I also think your suggestion to @Jeremiah is good.
I imagine that you see the PlayIt Live encoder say "off air" briefly when you get the drops (or more likely shortly before you hear the drops).
I've not tried this, but I Googled "ping a destination once a second and log it" and came up with this

If you made the target your streaming server (and assuming it will respond to a ping) I think that would reveal any network congestion.
I'm thinking along that line because a reduction in bitrate reduced the glitches. It may not be the answer but it is a line of enquiry.
Other favourites for connectivity issues are the likes of OneDrive uploading (or more or less any "Cloudy" service) and it is possible that the PlayIt Live encoder is more "bursty" that B.U.T.T.
Another line of enquiry would be a different machine with PlayIt Live on it but just used for the streaming encoder (from an audio input taken from the playout machine).
If that ran cleanly then it looks like the PC doesn't like running both PlayIt Live processes at once (perhaps B.U.T.T. is less demanding for some reason).

I've been using the encoder plugin for a couple weeks. Love it, but...
Suddenly it looks like its dropping packets. The audio out is continuous but missing pieces every couple minutes. So...
a, Reset everything. Cycled the encoder, restarted the PC, reset the modem.
b. Changed the bit rate from 320 to 128, issue continued but less frequently.
Here I reinstalled BUTT and it runs correctly.
Any idea what to try next?
