I have replicated this on several workstations. They are all similarly configured so I will put those configurations on here as well.
On Manual Record to MP3 only, when a user enters non alphanumeric title for the program, the program will stop on 00m00s, hang, or crash outright. However, this doesn't seem to occur for scheduled recordings, but the configuration on that workstation is different (using firewire interface rather than internal soundcard). I also need to investigate whether or not it's using a different display language rather than using the default language.
Just to follow up, it only occurs when recording and passing the name field to lame.exe. Not passing the name field to lame.exe is a workaround at the moment.

Manual Record to WAV is fully functional.
